If thats the top rate, I should imagine the whole tax system will be relatively high including taxes on middle income workers, indeed once the rich flee France (and invest their money abroad) the burdern of taxation will increasingly fall on to the shoulders of the middle classes.
I would think all the governments in the EU would adopt that tax system. I also think the rest of the world should. I think we should as well so long as there is a deductable exempting the bottom 90th prercentile from any income tax.

I somehow doubt Hollande will be able to impliment this, it's anti-competitive and punishes entrepreneurism.
Keynesian style econmics and high taxation on top earners was tried by many countries such as the UK back in the 1970's and ended up an economic amd political disaster.
