By your 'thought' process falling down drunks should be allowed to drive because expert drivers have accidents all the time.
Blind people have no Second Amendment rights because they can't perform an essential part of using a fire arm (aiming), but homosexuals who cannot conceive children inside or outside marriage need a marriage license to prevent love childs?

You don't lose your constitutional rights just because of a disability. He has the same right to protect himself and his property as any other person. Those rights are inalienable.
