I'd also like to know the source for that ludicrous assertion.

Some unions aren't very bright, but if any of them believe that snow job, then they deserve the end result for being so stupid.

Not every profession offers bonuses for "performance," especially when you don't work in a profit-making field. Take me, for example, a librarian with the county... what will I get paid extra for, answering reference questions at double-speed and finding the best discount on audiobooks? Again, not everyone works in corporate or profit-making environments.

Some libraries are now offering 4-day work weeks, where you work 8-10 hours/day depending on their union or city agreements. While that could make for a rather long day, especially when you add in the unpaid 1-hour lunch and commute, it does sound awfully appealing. Given my current commute, it would also save me 1.5 driving hours and approximately 3 gallons of gas (@ around $4.25/gal currently) per week! Sounds nice to me.

As mentioned in my above post, the unions do have some input on our work weeks - but for the most part, that is ultimately decided by the city (or county/state) based on staffing budgets. They can propose changes in the required hours, but union members must vote and have this approved by public council. At least that's how it works with our union, which is a local SEIU.

And no, I haven't heard anything from them supporting a 30-hour work week. One city I interviewed with recently switched to a 4-day/36-hour week, which was supported by the unions... but their city council made the final call, and all public employees (except police, fire & 911) now follow that schedule. This was strictly a money-saving decision, and will be active through at least 2013.
