Well you see this isn't fair. If everybody's folks don't scream out then somebody's feelings might get hurt at the graduation which would be construed as some type of bullying behavior. Can't have bullies. I hope she doesn't go on facebook and post pictures of her daughters graduation as that would probably get her twenty years in jail.
Then next year everyone boycott the school's graduation ceremony. You don't need a ceremony to graduate. If the school wishes to be so anal then give them a VERY quiet and empty graduation. Parents would be happy to not have to buy graduation supplies.
Zero Tolerance has been taken to the extreme, and leads to ridiculous outcomes like these:

Parents demanded zero-tolerance policies.
People need to think about what they're doing and the possible reprecussions before they demand stupid rules.
Guess I'll be arrested next come next Friday. My oldest is graduating and I have one hell of a cab call whistle.
