He can't. The lake bed of Lake Oswego is private property, the residents on the lake pay yearly fees to a Private Company to maintain the lake. This is why it's such a great hiding place!

Now if he can get to the lake without violating anyone's private property, he can stay on the surface of the lake as much as he wants. There was a bit up roar recently about that as in Oregon all navigable water ways are open to the public... yet all these people around the lake have been led to thinking that they're paying yearly fees to keep the lake private.

it would appear that joe's comprehension of the difference between public and private property/records is kinda sketchy.
