Georgia still has the death penalty, and it uses it. However, Georgia still has one of the highest violent crime rates in the USA. Minnesota's violent crime rate is MUCH lower and there is no death penalty in Minnesota.
maybe if they were executed within a year of committing the crime it would serve as a better deterrent, instead of endless appeals stretching out 20 years or more.
why do people keep claiming they haven't been caught? it's right there in the second link that they are in custody.
