Because they don't want to give up any of their power. Cities choose where to cut expenses. You will notice that none of them cut where they would give up power. So they cut fire protection services. But they could have cut a lot of other areas such as licensing barbers, policing store hours, policing product sales, regulating handicapped parking, policing pot consumption, policing prostitution and gambling, registration of all kinds of businesses, etc, etc. But they won't because that would mean a loss of power and politicians love power.
I didn't know city council members have so much power.

At their core, capitalism and wealth creation are fed by innovation. When a minority of people, especially the older and established, own and accumulate the majority of wealth, and they use that wealth to game the system against everyone else, creativity is limited. Scientific studies have shown that the most original innovations will be initiated in the early 30s. Not exclusively, or course, but the armies of Mark Zuckerbergs and Bill Gates of the world are going to be more innovative than a few guys like Donald Trump.
Who is going to be more "hungry" and creative, a half dozen 60 something billionaires or 60,000 20-30 somethings chasing their first six figure pay check? When wealth aggregates, the genius of America is cut off at the roots. I have nothing against the wealthy, but thinking that making very rich persons richer will rekindle the American economy defies common sense.
We need to enable the young, hungry, and creative.
It's simple.
Provide an idea, a product or a service that people will pay you for.
Basically when I look at bad management ;goverment sticks out. Big government around the world has shown they are the real risk in any country that allows too much investment allowed in government as per cent opf GDP. Many have seen that they cannot manage to even manage without creating huge deficits that further endanger whole countires. Certainly we see that China in turning to more capaitlaist markets has gone from one bowl of rice to two by the change.Just the contract between north korea and south korea shows the dangers of too big government havig too much central control.We see even in US that wealth sharing government programs has lead to more at the bottom of income by dependency.Iust lookig at Europe we see the more central controlled the more uncompeitive and growing dependency that leads to more at the bottom on dependency programs. Borrowing more never solved debt problems when invested in no return assets.
How exactly are they taking advantage of the rest of us? By selling a product we want to buy , or as in the case of HI , are forced to buy.
Paying crap wages while they pay themselves a wage so high they make in one hour what their employees earn in a year.
