I think they surely did do just that and now Dirty Harry Reid is going to have to twist some fancy words to get the blame put on the Republicans. It is pretty funny that he can't seem to keep from screwing up pretty often.

Not to get too picky, but "shoot down" implies that a vote was taken and the plan was voted down. That's not what happened. The first line of the article you linked to:
