Except the fact is that this isn't simply a picture drawing unsupported conclusions, but an actual audit done by Watts himself for his research on stations. If you note in the article, he spoke to the grounds keeper about it.

The locations thecoleman provided are from
Home (His accepted research is in that link as well) and all went through a specific set of required inspection requirements in order to be used in the research. Note on that site that shows that 82.5% of the USHCN stations have been audited:
Only 7.9% of the stations even fall within acceptable CRN standards with the majority being greater than 2 degrees. There is a problem with the network, this can not be argued. Nobody disputes this other than political activists.
You can even tell by the burn marks around the smoke stack that is installed on the top of the barrel. As for the wooden pallet, why do you think it would get hot enough burning random trash in the barrel to burn the pallet? Have you ever burned anything in a barrel? It takes a lot of heat and a long amount of time at that heat to cause that barrel to heat up enough to scorch the a pallet visibly. A level of heat that would not be obtained by burning random trash and paper.
