Correct. He demonstrated in favor of it, but didn't really feel like it was part of his obligations to take part in it. Other young people could go die. That's pretty much the definition of a chickenhawk.

There's an unsubtle difference between dodging the draft and dodging the draft while demonstrating in favor of the war.
