What's wrong with letting ICE sort it out? If she legal, then they'll find out. If she is illegal and they find the illegal parents, everyone gets to go back.
That kid's here illegally; she NEEDS to be held; if nothing else for her safety before she's deported. Sheesh!

But we are a civilized and humane society. We need to ensure her safety and make sure that when she is deported, it is to a safe and secure place.
