Yes that is true. But Holder said the WH was not involved and didn't know about F&F.
EP, in the past, has pertained to the Executive Office and the President, not the entire branch.
But Obama is using the EP for a Cabinet member (assuming the WH is not involved) and that is a new precedent of its use.
