What it really means is a new method of taxing. Taxing that is largely being done by the UN that they are in hopes the US will come along on.

Let me list some of the new taxes they have in mind to raise money from. They claim that all of the money will be used for things like eradication of HIV/AIDS, for eradication of TB and other diseases that are very prevalent in other countries.

How about their Currency transaction Levy? That would be a tax on currency transactions among banks.

Air ticket solidarity levy. A great sounding TAX on airline tickets. There are more VOLUNTARY contributions on travel and tourism. Yes, I bet they will be voluntary other than the fact that all of us pay them, like it or not.

Read some on this site to see just how proud the UN is of this innovative financing. The prefect is by the former Secretary General, Ban Ki Moon. Remember him?
