I'd be tempted to if your paraphrased recollection weren't contrary to every other Dick Durbin cite out there on SS. That other kind was easy to find. It's just the one that you allege that seems to be so elusive. Even came across his recitation of the SS Trustees Report on some Club for Growth website...they tried to make the same silk purse out of it as you did...
