You misunderstand statistics. The goal of a poll is to have the sample represent the total population with some given margin of error. The poll behind the 83% figure doesn't accurately represent the total population of doctors due to low return rates. The poll, therefore, is invalid.
As I posted previously I would suggest the small sample size is not necessarily the issue but the available answers:

There is no middle ground and "Makes me think about quitting" was the lesser of two evils so to speak. This poll needed a "I'm not happy about it" or something similar.
