Looks to me its a little more complex than does or doesnt,a quick scan of their healthcare system gives the impression there are several ways to go with it..If the citizens are actually paying insurance companies for health care its not really equivalent to the American system but more like a different way to pay tax as the communist government would own any healthcare insurance outlet along with every aspect of hospitals and related infrastructure.
