Why should law enforcement have semi-automatic weapons? More to the point - why should they be the only ones with priveleges to carry such firearms?

Why? A person carrying concealed could have mitigated both the Littleton and Aurora tragedies. Why do you want to to hinder the possible prevention of 25 deaths in those two cities alone?

Yep - all the blame goes to James Holmes - but the way he apparently did this - by propping open a theater's emergency exit - makes one wonder why there were no sirens or lights affiliated with the door opening. Seems like that should be a standard feature because those doors should not open unless there is an emergency - in this case it was an emergency - but 71 people didn't know that until it was too late.
