What are the privacy rights guarantees?

The idea is to find REASONABLE and RATIONAL gun measures not unthought through ideas that are alleged to have popped up in the mind.
All very good questions that an enacted law would need to address.

While we're throwing out brilliant ideas --

I think all Americans should be mentally screened before being issued gov't approved forks, knives & spoons to be sure the indivdiual won't abuse these utincils by using them to overeat and become obese.

This will in turn help by bringing down healthcare costs for everyone.

Well when we have someone killing 12 people with a spoon and injuring 50 others with a fork, then maybe we should look at that. Until then guns are the issue at hand.

dont forget government issued pens, pencils, computers, vehicles, licenses, in fact anything that can be issued by a super controlling government envisioned by progressives. any of these things, as well as camera phones, can be used to destroy lives in many ways.

Sure, but what happens down the road when this said person, who was mentally sound - Snaps? It does happen..

No mental issues, a year down the road - Snaps...

Everyone who proposes that everyone who proposes new gun control regulations should be required to have a mental health screening, should have mental health screening as well.

In addition though, everyone who proposes that everyone who proposes that everyone who proposes new gun control regulations should be required to have a mental health screening, should also have a mental health screening.

I would suggest that he have a mental health exam within 6 months before purchase of the guns. Would it catch all circumstances, certainly not, would it improve the chances, certainly.

With half a million BG checks last year for firearms bought from dealers, who are you going to find to hire for this, how much is it going to cost, and where should it take place? What mental issues would preclude one from buying a firearm? What would be allowed? Who would be willing to do this? Who would be monitoring the monitors?
