I am wondering if it was a Taser or if it was a Stun gun used. 2 different animals there. If I remember correctly, Civilian Tasers when they shoot out the darts and leads will also discharge some confetti type stuff with the serial number to identify the Taser used for tracking.
Another thing when seeing the video on the rape. Why do they not color in the suspect drawings? Give it some skin tone and some hair color at least.
Lots of tools can be misused for things outside their intended design.
