The OP may not understand the ramifications if the population in your area declines. People generally don't like it. Businesses shrink or close. Young people move away because they can't find jobs. Homes and property in general decline. And in the general population, it can be very bad also. Japan is facing this and what can happen is that you don't have enough young people to fill the jobs that need to be filled and there are not enough young people to care for the old people.

I agree with the people who say that the population growth is good if it's in a sustainable way. If people keep building huge houses out in the exurbs, well obviously that's not good, but if people move into areas that already have the capacity to handle them, then it's a good thing. Businesses become more sustainable, public transit ridership increases (which has less of an impact per person than driving, and also means more service for everybody else), and generally a larger tax base.
