More likely, they are getting them from credit companies. Which are notorious for both selling such lists, and for not updating the information in such lists. Which is why errors on credit reports keep on recycling, even after people think they've cleaned them up.

The blank forms are being mailed to addressees that are deceased, children, or family pets.

My mistake, but until someone has evidence they're printed with anything but info supplied by a purchased mailing list I'd say it's a typical witch hunt nothing more.
