I think he's trying to, and succeeding quite well actually, make the point that he, along with his confreres, have the attention span of a gnat and unless someone is getting shot a-la Rambo, or something is getting blown up every few seconds, he's off to the fridge for another caloric intake.

Switzerland's immigrant population is around 16%.

There are also a lot of French who come across the frontier every day to work.
