Excessive taxes, and fees, are detrimental to the citizens mental well being. How about a limit on them?

As much as I love it, its stuff like this that eases my misgivings about leaving NYC. Bloomberg is taking nanny state to an unprecedented level. For a man who once and/or may still identify as a libertarian, he's going against his MO something fierce.
The Mayor can propose it, but it is the city council that approves it.
The city council is Bloomberg's puppet.
