Even worse, when the car started, the cop decided to get closer to the car, and then put his foot under the car tire.. He was a good foot + away before the car started, then after it started he was close enough to be touching.

Yup, I think the guy either rented it to impress a girl, or he is a parking attendant who went on a little joyride.
Or more than likely the video was a complete setup because I find it very hard to believe that someone just happened to be standing there video taping a cop giving a ticket to someone who happens to jump in the car 5 seconds later.

You are joking, right? Pretty much everyone that you see out in public has a camera and is ready to capture video at a moment's notice.
A red sports car parked next to a traffic cone and a cop standing close by is going to get everyone's attention.

Where do you live? It must be some kind of utopia with free unicorn rides for the kids if you think that cops are going to step out of your way when you decide that you are not eligible to receive a ticket.
Class status is probably what saved this guy's life or at least the pain of a beatdown and tazing. If this had been a poor minority in a POS car, the cops would have gone medieval on him.
My utopia would have no cops.

That is why you are not a cop. In most cases like this, the driver that attempts to move their vehicle while it is that close to a cop ends up with a few extra holes they can use to suck in their last breath.
