Sure. Anyone can buy the materials at any home and garden center, and the internet is rife with explosive recipes. Those same recipes have been printed in books that are sold at gun shows for decades; this is how Tim McVeigh learned how to make his truck bomb.

And to go a step farther, making gunpowder only requires chicken manure and saltpeter. Both have deposits everywhere, and that recipe has been around for over 1,000 years.

Making a bomb is stupid simple. Finding one is the hard part. Proving who made the bomb is even harder.
