Sure, why else would explosives be requested delivered to a Canine Explosives unit at a technical center? It'd be damn silly to teach explosive sniffing dogs by letting them sniff explosives, eh?
I just read about the many millions of rounds of .40 SW hollowpoints that the DHS purchased. What are they stockpiling up for and where are the bunkers they're getting ready to hide out in?
A very large variety of chemicals could be combined to make explosives. Hell, just about every farm has the makings for quite a few different explosives.
This just sounds like cops needing to justify their existence, so they make a big deal of finding "OMG!!!! SCARY EXPLOSIVES!!!!" .
In reality it was probably ANFO or something similar.
