Actually, it is the Houses responsibility to originate all budgets, while the Senate may amend appropriation bills just like any other bill. In other words, it is Congress' constitutional responsibility to enact the federal budget, not Presidents.

I know this, it was in a response that Obama hasn't passed any federal budgets.

I know it would of been risky, which is why that didn't happen, what annoyed me most about it is that I knew they wouldn't hold a majority for more than two years because that is near impossible for any party to do. Those two years was their window to push through everything they could and they chose not to in fear of being voted out and in the end, a number of them were still voted out.

Democrats as a whole are typically gutless, which is funny when I hear Republicans try to paint Democrats as bullies and fear mongers.

Not true, it was your response that Bush did not even pass a budget. No President in US history has passed a budget, and none ever will.

That's fine. My comment was made because there are people on this forum who have said Obama has never passed a federal budget, my comment was about that because Bush hasn't passed one either because presidents don't pass those, Congress does. Sorry for the confusion.
