If it were swine, most people would have known it was meant to encite. If he were walking the dog and attempting to socialize the dog to be a therapy dog, they we might mark as if he didn't know. Add the fact that trhe dog was wearing an Israeli flag and being told that the dog was unwelcomed around Muslims, he should have taken the dog and walked it somewhere else. When he stated:

At that point he was enciting a situation.
Look at it this way: Would it have been taken differently if a person decided to walk a pig at a Jewish festival? And that person gave the same excuse as Eintoss; of course not.
