According to a study released by the non-partisan Bay Area Center for Voting Research, Lubbock is the second most conservative city in the United States among municipalities greater than 100,000 in population.

This is probably the only way you would get a bunch of far right wing idiots to actually agree to pass a tax increase to adequately fund the DA's office and sheriff's dept. It is not as though the tax will go away/they will give it back if there is no UN inspired revolt in 2012, and hard hit court and LEO personal will likely get a break from the no tax lunacy of the far right.
