The United States has been under a permanent state of emergency since 1933. Good to see that nearly 80 years later some people are paying attention.

Yes, continuity of government/leadership. The plans assume the current leadership has been killed, and it instructs and authorizes the surviving leaders to run the government and military in order to lead the country through the crises.

Every city and state has plans too. The federal government seems to be shifting towards it's own shores and this is due to the creation of the DHS. Now we are the terrorists, we are the ones being spied on with drones, we see our local law enforcement agencies flooded with money to buy urban tanks and the like. All part of the nanny state mentality too where we the people can't fend for ourselves if something were to occur so big bro will have to come in and do it for us, or tell us what we can do I should say. Or as Rahm said don't ever let a crisis go to waste.
