Why are righties whining about murders in Chicago's when it's almost half of what is was under Reagan and Bush Sr (Rudy Giuliani, Obama)

The number of total murders in Chicago last year was 433. The year before it was 436. In 1981, during Reagan's term it was 871, in 1992 during George H. W. Bush it was 943.
I've seen quite a few righties blame Obama for the number of murders.
Is it that these righties all of a sudden care about Chicagoans, whereas they didn't before??

Wouldn't it have more to do with who was the Mayor of Chicago than the President of the United States? They're always comparing the drop in New York City's crime rates during Rudy Giuliani's term to when his predecessor (the black Mayor, I can't remember his name) was in office.
What you see here is a strong downward trend in the US homicide rate since the passage of the Contract with America, About the only thing government has done in the last 20 years that actually benefitted the American people. Just when I though the OP was a partisan hack he brings up a Republican success story.
