Eleven countries(soon 12) represent more than FIVE percent of all countries; however many more countries and legal jurisdictions offer civil unions with the same rights as marriage.

5% of the world's nations have enacted same-sex marriage laws. That puts them in the same league as Connecticut, which was the 3rd U.S. state enact same-sex marriage -- yet, that put the total at 6% of all states. How about Thomas Jefferson, our 3rd President -- was he "one of the first" Presidents? Of course he was. Yet, proportionally, he came further down the President line that France will come down the same-sex marriage line.
