the traditional budget process (which is younger than I am) has pretty much been bypassed. A decrease in partisanship and increase in rigor would probably help, but they apparently come together.

Semantic sidestep. Everyone that voted in favor of cloture was on record for supporting the DREAM Act. If they had been allowed to vote on the bill, there would have been at least 55 votes in favor of it. The fact that they even needed to take this step is why "Democrats controlled Congress" is a weak & flawed argument.

You do realize that the Dream Act had many extras added to it that caused some who might of voted yes to vote no.

Whether you choose to believe it or not, lots of legislation got passed with 50 or more votes. Can't help you if you choose not to believe stated facts. But go on, just close your eyes real tight and wish it were so, I'm sure it will be true then. If anything stopped the Dems it was public pressure and accountability towards the elected officials - which is how government should work in America.
What apparently is the hidden agenda is the "60 is the minimum" crowd in their echo chamber is they want to get what Obama wants with absolutely no opposition, compromise, or appeasement. Which is not really what a democracy is supposed to be about.

Alternative conclusion, maybe enough Senators even (gasp) Democrats thought the bill was a bad idea. Did every Democrat vote the same way on every bill introduced?
