In Michigan we have the state level Republicans playing games with the elections. It certainly is not *always* Democrats. Also I notice nobody has bothered to address my question above.

Voter ID may help prevent other voter fraud attempts. We should do what we can to combat all voter fraud. We aren't limited to doing one thing.

That sounds exactly like the reasoning used by gun control advocates, or seat belt law advocates, or any number of other things decried by conservatives as nanny statism.
