And WHY are labor costs in other countries lower than ours?

One word: UNIONS

No one said there was anything wrong with labor laws or regulations.

In FACT that's EXACTLY why Unions are no longer needed. They moved long ago away from protecting workers from hazards and have now moved into raping companies (and cities, states, and schools) into bankruptcy.

Just ask yourself why a a non-union Toyota plant in the USA can sell better cars at a cheaper price than GM can.
