You might want to learn about the "filibuster process."

Quote:
A filibuster is a type of parliamentary procedure where an individual extends debate, allowing a lone member to delay or entirely prevent a vote on a given proposal. It is sometimes referred to as talking out a bill, and characterized as a form of obstruction in a legislature or other decision-making body.
Quote:
The filibuster is a powerful parliamentary device in the United States Senate, which in recent years has meant that most major legislation (apart from budgets and confirmations) requires a 60% majority to head off a filibuster.

We know all about the filibuster process, but we also know that the majority who holds congress also are the leaders of the committees and thus any filibusters occur under their leadership, not the minority parties

Bingo give the poster a cigar. A real leader finds a way to achieve compromise. Reagan did it. Bush 1 did it. Clinton did it. Obama only makes excuses and blames others. It really is sad that he is even called a leader.

Or you can do what Reid does and not even allow it to come to a vote.

What could be done to prevent these filibusters?

Boy you REALLY said a mouthful there!!!

Greenspan, McCain, Bush all warned Congress that there was an impending financial meltdown if Congress didn't reign-in Fanny and Freddie. Democrats killed those attempts by calling Bush a racist and by killing any attempt for more regulation at the committee level.

But it's still Bush's fault.
