We need embassies in these countries to allow our businessmen to deal with their businessmen without the fear of violent interruption. Ideally the host countries would deal with the criminals but for various reasons are unable to do so in an effective manner.

China is able to do business in these countries. Then again, China doesn't insist on a change of government in order to do so.
The US is hell bent on "bringing democracy" first and doing business second.
