When you are producing a nation of functionally illiterate people, you can tell them anything and they will believe it.
Keep them dumbed down and happy. Tell them of all the wonderful things you are doing for them. Tell them it's all "FREE" for them.
You'll get lifelong voters for your party.
Question for the liberals that loathe people like Romney because they think he is unfairly rich and sending money out of the US: How do you justify obama continuing and advertising "free" cell phones that are paid for by taxpayers and the money earned by the company that obama is dealing with is in Mexico and the CEO(who lives in Mexico) is the richest man in the whole wide world? Are all those millions of dollars leaving the country to line the rich man's pocket ok with y'all?
Are we talking about the lifeline program that was started under Reagan and then expanded under Bush to include a discount on cell phone airtime? What does this have to do with Obama?
That's exactly what the OP is talking about:

What the woman in the video is referring to, is actually the so-called Link-Up program, created way back in 1984 during Reagan, initially targeted at providing landlines, so poor people who can't otherwise afford it have some connection with the world, and has been an item on your phone bill for more than two decades now. When cell phones became the norm, the program expanded to include them with carrier service as well, and was renamed Lifeline, since the idea was that everybody has access to the 911 emergency service at all times.
That doesn't trace back to Bush. That website went up in 2009 along with obamaphone.net.

the program is not funded by the government or taxpayer money,
It's nice doing your homework for you.
Hmmm...... maybe you can't read your own link;
Thanks to the FCC-mandated, government-sponsored program, called LifeLine Assistance, the financially disadvantaged can receive a free government cell phone and up to 250 free minutes every month. An estimated 12.5 million other Americans already participate, and tens of millions more qualify to enroll.
