IMO, the answer to your question is when a dem controlled Senate abdicates it's responsibilities on passing bills and completing a budget.

When the dems had complete control of Congress they passed a budget with a 24% increase in spending. By NOT passing new budgets, because the House had changed hands they knew the increase couldn't stand. By NOT passing a new less expensive budget, they could stonewall and get continuing reolutions which keep the higher spending in place.

Every other president has had mixed Congresses and have managed to get things done.

Neither party was completely happy with every bill passed but, at least they did try.

Some one took Laden's place. I didn't look at it hard enough to say the who name. But I know, there is a new leader among them and that all that was accomplished in killing Laden was giving them more to be mad at us about. However, it isn't like they need an excuse. That bad part about that is the American people who believe the excuses, as well.
Tell that to a convention of 911 survivers. So soon so many forget, when politics is on the line.

That doesn't mean Obama hasn't done anything though. Policies to repair the kind of damage that was incurred will take years if not decades. People expected a recovery the next day but in reality, that was an impossibility.
