Simple, because 0bama never called the Benghazi attack an act of terror, in his Rose Garden speech, he said "No act of terror," after referencing the first 9/11 attack.
I've been over this many times, eight times, 0bama spoke directly about the attack and he never called it a terror attack, and never called the people engaged in the attack terrorists.
If the White house wants to call something a "terrorist attack" this is how they do it:
