As an Okie, I'll refrain from punching you in the nose.  However, Peidmont is the OKC suburb where all the plumbers who have made good move to. The cops there are probably all the guys who failed as plumbers.
If Dale Cooper is a northsider there is a good bet that she is a Peidmonter. If she's a southsider I'm betting on the wonderful plumber made good town of Mustang. Home of one, Tim Pope, who was a state representative who insisted on packing his gun at the state capitol.

In the first place you have no idea what these people are so your assumption is ignorant, second it was a child doing what comes naturally, there was no crime committed.
Crimes must satisfy certain criteria, one being someone was victimized and another being intent.
Neither of those criteria were met, there is no crime.

I can't believe all the pansy liberals on here defending this scofflaw. The law is the law - you can't expose yourself in public. Not only is the fine appropriate, he should be added to the sex offender registry.
