How? Barack cannot spend ONE DIME without it coming from Congress first.

It did change minimally, though in democrats' favor. But, yes, Obama should do, what he was elected to do, and I'm glad he has given his opposition two choices:
- Leave tax cuts in place for all but top income groups
Or
- Take responsibility for letting them go up for everybody
I'm sure he feels better for not having to compromise this time around. And so do I.
Now, what can idiots like Ryan do about it? Take one, or the other. And go cry a river.

You had 12% of the population vote for Obama because he was a Black Dem, an untold percentage of single women wanted govt funded contraception and abortions, another wanted amnesty for their compadres and the rest simply didn't like the other guy.
As if anything you're saying here makes a difference. Come on..get real. A win is a win.

That's not really how it works. How would you operationalize this decrease of mandate? Should he seek to raise taxes by a lower rate, decide that he has a mandate on one issue and not on another? He was elected on whatever platform he presented and that was what was voted into office. Mr. Ryan was elected on his platform which is to oppose the increase in taxes and he has a mandate to do so based on the fact that his constituents supported him in that plan. How those get resolved is where politics and leadership come into play and that has been a mess in this country for quite some time.

The Repub. Gov. are now trying to look sane and running away from the Leg. and Sen. of their states to be elected again. The issue is more people will be able to see inside the state govt. and will not be happy with what they see.

Presidents do not have the constitutional power to do anything. They are not kings. If he cannot convince the Congress to go along then that is HIS problem.
