Ever notice that some local politicians seem to change once they've spent a few years in Washington DC? When they're local, they spend more time with local folks. However, once they're in DC, they attend functions in DC and hobnob with the rich and powerful of DC. How much of their decisions made are influenced by their new social circles? Also, how much influence does the "party whip" hold on party members by holding campaign cash and support in exchange for votes? Even when these politicians are voted out of office, they become part of the corrupt machine by becoming lobbyist.
