Yes every dollor of revenue is earmarked for social safety net spending, I say safety net because everything else the government spends money on is...drumroll...social spending!
TARP saved the banking system, which saved a lot jobs. Where does that money go that was spent on solar investments? It pays workers and buys materials. Those workers take their money and buy other goods and services which creates other jobs. I'm not sure why you are having a hard time with econ 101?
