22 states do not allow municipalities to access chapter 9 bankruptcy.

16 states have specific conditions for municipal bankruptcy.

Only 12 states provide for blanket bankruptcy.

Michigan is 1/16.

The 2009 stimulous provided a temporary cushion against declining state reveunes. Most states used funding to meet payrolls.

While Paul Ryan vote against the 2009 stimulous, he was amongst the first to ask for a hand out. Then he got temporary amnesia.
