It will simply cost too much basically. The debacle marches FOREWARD.

"ObamaCare's subsidized insurance exchanges are supposed to be up and running in little more than a year, putting a key piece of the federal health care law into action. But it's unclear that will happen, especially with a growing number of states saying they don't want the cost and regulatory headaches.
The exchanges are where consumers without employer-based coverage will shop for insurance under ObamaCare and receive a tax credit toward its purchase if they are eligible. But 21 states have expressly declined to set up their own exchanges, with nine others still undecided ahead of the Dec. 14 deadline."

They open in October 2013.

And HHS says the $2 billion they were going to give the states is not enough.
Good enough for the states but not the FedGov..got to laugh at that one.

Good for the states. Let the Fed run healthcare since they wanted it so badly.

If they don't, the law allows federal government to do it for the people so they have a tool to shop for better health insurance plan.

1-There is no such thing as states' rights (governments don't have rights).
2-It is, however, within the power of the states to create an exchange for its people. If they refuse to do so, the law allows federal government to do it for them.

The fed was going to run it all anyway they just wanted the states to pony up the money to start the exchanges. Lot of states said no you go ahead and pony that money up yourself.
