This is targeted at people making $250,000 and up. And that doesn't include sales taxes, local taxes, real estate taxes, and misc state, county, and municipal fees. Add all those together and you're looking at around 70% as one commenter stated. I predict a massive exodus of middle to upper income people leaving California to settle elsewhere to avoid the hikes if they take place.

But on the other hand, it appears that Governor Jerry Brown's approval rating is at a all time high because of his tax hikes:
