The "may" is there because devices used exclusively for pets is not taxed. But devices used in both will be taxed.

They will figure out an exemption. The ACA isn't perfect, but it's a start.

Well the manufacturer has to pay the tax so it's paid before anyone orders it, be it a doctor or a vet.
And the IRS rule was already published so that's what's in effect.
