Restrictions of any kind, are unconstitutional. There is no amendment to the Constitution to reflect any different.
Be it the 1st, 2nd or any of the rest.
They will likely just pass a CC law like Hawaii has where it is may issue, but is so restrictive that it is pretty much impossible to get a permit and is thus effectively a No-issue state.
Which is hopefully fought, like in Maryland.
Given current trends, there's a good chance that even an overly restrictive may issue permitting system will only last a few years anyway.
