These incidents were carried out by deranged people, not rational people. The trick (and I don't know how to do it) is to keep these maniacs away from firearms. I don't think the men involved in the Colorado and Connecticut shootings would be concerned about a firearm ban. However I do think something must be done.

Everybody gets a shotgun. Short barreled 12 gauge. Cops too. Nobody but the military gets anything with an auto load mechanism.

Hunter guns are held by hunter clubs and signed out when hunting is under way. Same with target shooters.

Everybody is armed, the second amendment is satisfied and it becomes more difficult for the nutsy kid to get a good set of weapons.
